Dear Neighbors of 8815 SW Oleson Road,

We are in the process of trying to purchase the property located at 8815 SW Oleson Rd, Portland, OR 97223 (Oleson Road Property). The property is ±0.72-acres and is located in an R-5 District, more specifically shown by the enclosed map.

We propose using the Oleson Road Property as our primary residence and also use part of it for a small Zen meditation center. Domyo Burk is the Spiritual and Executive Director of Bright Way Zen, a small Zen community currently located at 12020 SW Barnes Rd, Portland OR (see brightwayzen.org). The existing ±3,802 square foot dwelling at the Oleson Road Property will not be significantly altered, and no new construction is proposed at this point. The Zen center is very small, with an average of 15-20 people visiting for meditation and study twice a week (Tuesday evenings and Sunday mornings).

In Washington County, religious institution use is allowed in R-5 zones with a Type III Land Use Development Hearing and approval from the county. Prior to applying to the Washington County Department of Land Use & Transportation we would like to take the opportunity to discuss the proposal in more detail with you. We do not anticipate our proposed use will have any negative impacts on the neighborhood, as the Zen meditation center is small, our activities are quiet and respectful, and there is sufficient parking on site. In fact, we would do our best to be good neighbors and an asset to the community.

The purpose of this VIRTUAL meeting is to provide a forum for the applicant and surrounding property owners and residents to review the proposal and to identify issues so that they may be considered before a land development application is submitted to the County. This meeting gives you the opportunity to share with us any special information you know about the property involved. We will attempt to answer questions which may be relevant to meeting development standards consistent with Washington County’s Community Development Code and the respective Community Plan.

Please note this meeting will be an informational meeting on preliminary development plans. These plans may be altered prior to submittal of the application to the County. Because this is a Type III application, you will receive official notice from Washington County for you to participate with written comments and/or an opportunity to attend a public hearing before a final decision is made regarding our proposal.
